If you friend someone using the Battle.net Real ID system, you can chat with them cross-realm, and even cross-game (so long as it uses Battle.net, such as Star Craft 2).

There is a Battle.net system called RealID, you can friend other people using it. But be careful, as it shows your email address and uses your real name, so only friend people you trust!

As long as your friend uses the Battle.net RID System, you can chat with him.

If you don't want to use the in-game system, ventrilo is a popular choice. This would only be useful though if you wanted to actually talk to somebody rather than chat using text.
