what does decrypting steam files mean?

it means unlocking the files so you can play the game

this happens when you preload a game, they lock the files so you cant play before the game is released. after release you can then get the code off the servers and itll unlock it when you try to play, this can take between 10-30 mins longer on slower computers or larger games
