If you own the PC version, you must own steam to play Portal 2. Portal 2 cannot be played without running Steam, as the game requires the client to be open to run. This is the same to both the physical and direct download copies.

You must be on steam for the PC version, but not for the console versions (PS3 or XBOX360)

If you place on PC, then yes. You have to be logged in to steam to play. You can still play without an interent connection though. You can do this by starting steam in offline mode.

Yes, you do. The PC version requires Steam, and requires you to be logged into it to play, even if you play offline.

I guess you could say yes to the PS3 version also, since it has Steam functionality built in.

I have portal 2 for the PC, installed and running just fine WITHOUT STEAM... Never had steam, I think it's garbage and will NEVER use it. And for all you computer noobs out there... there is no such thing as a game that REQUIRES a launcher, such as steam, to run. If there is an .exe, then there is a client workaround... Lets not forget to mention the private servers for online play.
