Diamond is no doubt the rarest, although the Lapis Lazuli is also very rare, just not as valuable.

You'll find both of them deep below the surface along with redstone. My advice is to find natural cave systems and mine them out lower and lower, listening for flowing water/lava/enemies and trying to connect them. It's long been known that you find a lot more minerals in these areas because you're not digging around mindlessly.

Endstone, this maybe sound weird but there are way more diamonds and emerald spawned in a world seed than end stone spawns, if you run out of diamonds in a certain area you just move to another area and mine them up there, if you run out of end stone, there is no more end stone, diamond is much harder to come by but when you look at the big picture you see that there's way more diamond/emerald/gold than there's endstone in a minecraft world since the overworld spawns endlessly on and the end doesn't

Now, most people would just say "diamond" and be done with it, but I don't think so! let me ask you this: how many diamonds do you have? Now, how many emeralds do you have? How many of those emeralds did you FIND as ORES rather than trading with villagers? I don't know about you, but I have yet to find some emerald ore, so I say that emeralds are the rarest ores in minecraft! HA!

the the most valuable ore in minecraft is diamond, just after budder, but the hardest to find and rarest is emerald. it can only be found under extreme hills biomes and is EXTREMELY hard to find
