The answer is yes, you can play Portal 2 offline.

Yes, Portal 2 and every game created by Valve is playable in offline mode (Except for maybe the online shooters like TF2) . To get your game in offline mode, click on the Steam tab in the tob left of your Steam Client, and click "Go Offline". Once you've done that, you're ready to play Portal 2 offline. Keep in mind that achievements won't be tracked, play time won't be tracked, and you can't play in Co-op while offline.
