You should have a quest to talk to Varian or Garrosh, which starts the entering Twilight Highlands questline.

If you are 84 or higher you can get a quest to send you there via Varian Wrynn (Alliance, Stormwind) or Garrosh Hellscream (Horde, Orgrimmar).  It'll begin the questline to opening the portal to Twilight Highlands.

If you don't want to do that or aren't high enough level you can simply fly there.  Twilight Highlands is east of Wetlands, there is a path that you can ride through or you can use a flying mount and avoid the mobs on the ground.  The zone is filled with 84-85 mobs but you can actually farm herbs and ore there as a level 80 if you wanted to, just be careful.
