Where can you find Eevee/ What is Castelia City Empty Lot?

In Pokemon Black and White 2, you can find Eevee 2 ways.

1) Castelia City Empty Lot.

2) Recieve Eevee from Amanita in Castelia City.

 

I have a question, What is Castelia City Empty Lot?

It says that here in my book where i get my info i dont have stored in my head from... but i have no idea what it means!

When u go to the sewers after fighting plasma grunts, go down and you see your first set of stairs. there it is.
