Yes! Most, if not all game stores such as GameStop or EB have it available for pre-order right now, as well as Amazon.com and Steam.

Don't bother with brick and mortar stores.

 

Steam gives you a slight discount and Portal 1 for free. And you can get the potato sack pack for slightly cheaper if you buy it with Portal 2.

BUT some retailers like Gamestop gives extra skin for pre orders.

Not sure if you prefer skins or a free Portal on Steam.
