is mastery good for resto shaman?

Mastery for a resto shaman is pretty situational. Basically, you heal for more depending on the health percentage of your target. If your target is at 1% you will benefit the most out of Mastery.

But, how often is a target at 1% and not dead? Not very often. Now, obviously it helps regardless, because your heals will be stronger when a player loses health.

For a fight like Chimaeron, Mastery would be really good. But other than that it seems pretty average. I would probably focus more on haste and crit before mastery.
