Try the global trade, that is how I got mine. The only other way is through an event.

 

Go into any pokemon center and go upstairs to the 3 people. talk to one and enter global trade. Then it is a simple search for the desired pokemon. The catch is, if you don't have the pokemon in your pokedex, you can't search for it.
