this is damn well crazy constance tells me to get a house and i've no idea how, i've been running round looking for new NPC's but i'll be damned if i can find them either

wait i just got it, i was hanging around in Markarth and a courier ran up, i had to hang around for a while but that's how to do it
What did you directly get the deed from the courier?
You can purchase a deed from a steward in mortal, faulkreath, and dawn star. Towns that you could not previously by homes in.
no just a note saying that the land was available and to talk to the steward, i've no idea how to set the courier event off i just hung around for a while
So you can't just talk to the steward? You have to sit around and wait for a courier?

The same way you purchase property in any other way.  You have to get in the good graces of the jarl of that particular region.  Try Falkreath.  If you're not in with the jarl there, he'll ask you to fetch some black-briar mead...and then clean out a bandit cave.  Once you do, he will grant you permission to purchase your deed.
