Minecraft does it cost to start a server?

No, if you go here (http://www.minecraft.net/download.jsp) and download one of the files under "Multiplayer Beta Server Software" heading, you can  host a multiplayer server from your PC.

However, it is difficult to maintain a server without investing in a dedicated server. 

Note that the multiplayer server software is still in deveopment, and from personal experience it can be a bit finnikey. I would really only recomend hosting it off of your PC if you're planning on playing with friends only.

It's free :D but you do need to know how to make one and about port forwarding etc. My mate was able to set one up that me, him and a few mates play on :D There are a lot of youtube videos about it if you wanna have ago yourself :) but yeah, free XD

No. You can just download the server tools from the site and set up your own server.

If you create your own server it can be free. But keep in mind, your computer has to be up and running for the server to be running. Or you can pay to start a server that a 3rd party runs.
