Who gives me access to the blood mage specialization in Dragon Age origins?

You can only aquire it during the questline Arl of Redcliffe if your warden is a mage.

Once you get to the part where you can enter the fade to confront the demon possessing the boy, choose to enter as the warden. When you finally find the true demon you are given a choice to either talk with her or fight her, talk with her! She will offer to make a deal with you and one of the rewards you may choose is the blood mage specialization, good luck!

When you enter the fade to save the boy (as the warden), chase the demon around until you get to the fight area. TALK TO HER! Don't just fight her. She'll offer you a deal where she'll give you the blood mage power. Take the deal and enjoy being a malificarum!
