fix glitch jarl elisif the fair stuck at high hrothgar

want to buy house in Solitude, cant Jarl Elisif the fair is stuck at high hrothgar after the peace conference

I used the unrelenting force shout to knock Elisif off the mountain and followed her as she fell. Then I used pacify on her and talked to her and was able to start the quest.

After you defeat Alduin you will be able to go back to the Blue Palace and complete the Torygg's War Horn quest for Jarl Elisif.
