It limits the number of frames in game, and it can make Minecraft less laggy on some systems.

It limits the ammount of frame rates You computer needs to produce "FPS" http://www.minecraftwiki.net/wiki/FPS

used mainly for computers that aren't very efficient at running games. makes the game run smoother.

The limit framerate option synces the maximum number of frames-per-second to that of your monitor's display rate (also in frames-per-second) by using V-Sync. V-Sync is explained more thoroughly here: http://en.wikipedia.org/wiki/Screen_tearing#V-sync
