Riolu evolves at Level 20. Or, more accurately, Level 20 if YOU trained it there so it has a strong Bond or Friendship! For more information on Riolu from the more recent pokemon game Pokemon Black and White 2, i have just posted a Tip page all about Riolu!

actually, there isn't a set level, even. if you maxed it's freindship at lv. 1, then used a rare candy, it would still become a lv. 2 lucario. but only in the daytime
