ctrl +z doesnt give you money but it makes youre people feel like they discovered all the natural wonders at once, and they get happy which leads to reach golden age.  u can do it as many times as you want do it 10 times per turn it keeps working

 

Re $ or gold when setting up go to advanced setup move the slider for city states to maximum which is 28. i always select huge map that automattically selects 24, then raise it.

i think you have to select your main prefferences first then go ther.

 

once you have started the game do the ctrl + z thing andyou first meet alll the "countries [don't respond to them they have nothing yet to give, bit after them you meet ea city state and they give you $50 each you'll have almost $1000 extra, i power speed the mouse click and get throug
