Are you 5 years old? Or just plain dumb.

Skipper = The captain, as a skipper is a slang term for the commander of a ship in the armed forces.

Newspaper face = Newspaper face. Because Cole is all over the papers as a local hero.

College boy = Because he is a smart arse and well educated.

So to round that up, it means, "The captain would like you to have your best public relations persona in full view of the reporters, to give the LAPD a good reputation, you well educated person you."
