Depends on who your fighting, I mostly use Dudley, but Ryu, Akuma, and Seth are pretty balanced so I'd go with them.

Its Guile or E-Honda...they are both already top Tier but in the 3DS the normal charge charecters have no delay wich really makes them the most dominanent 2 in the game
