Tera Online Start at level 20?

how come my character starts at level 20 in Tera

I just began the game lol didnt even kill a single monster

is this a glitch

(playing a Castanic Sorcerer BTW)

No.... it starts "in the action", it takes you to the Island of Dawn following that. You begin at level 1. This is just an introduction to the lore.
