in fallout new vegas does perception affect accuracy?

No. Accuracy is affected by your weapon skills.

Perception is useful to sense if there are any enemies in the vicinity.

It's a useless skill so don't waste points on it.

little more info: 

 

Perception determines how far away you can detect enemies on your compass (enemies show as red bars). When playing with a high Perception, you will be able to "sense" your enemies even before they come into view.

Having enough perception can yield dialog options with some NPCs, such as Moira BrownMel and Machete.

You are talking about fallout 3 because those characters dont appear in fallout new vegas

I've completed Vegas with maxed out lockpick skill and almost zero perception.

It doesn't seem to influence lockpicking much.

Also, just ask around, and everyone will still say perception is useless.

No, it's more useful for telling when enemies are close by the red blips on your compass. There is the odd dialouge option that comes from it, but overall, I'd put points into other things unless you're fairly intent on avoiding enemies or stealthing about.

Perception boosts the Lock picking, Energy Weapons, and Explosives skill. It also controls when you see the red tick marks, and when the computer spawns NPC's. If you like to snipe often, and you have 1 perception you will have a hard time. Although, this can easily be avoided by simply having ED-E in your party. Grants you the same bonuses as if you had 10 Perception, and he is easy to acquire in the begining. You either need 3 scrap metals, 2 sensor modules, and 1 scrap electronics, 65 repair, or 55 science and 35 repair.
