no, only melee attacks can be dodged at the moment

No, spells are always 100% hits. To avoid taking damage, build up spell resistance.

I played a mage and warlock and I can tell you that spells can miss.

You can boost your damage resist to them, but there is still a chance that they'll miss.

Whether or not that has to do with your stats, or the mages, is something I'm not sure about.

You can't dodge per se, however you can resist (part of) a spell if you build up spell resistance for that school of magic.

E.g. stack Frost Resistance to take less damage from frost spells

No, spells will always hit you. Just use spell resistance to take less damage.
