I just did this mission and I convicted Ryan. The boss was very happy with me. I was uncertain about the decision until that moment. I guess Varley really isn't the guy! /shrug

but i dont think Ryan did it?
Think about it like this, Varley is going to jail no matter what because he is wanted in Detroit. Ryan clearly had a hand in this because he lied about a lot of it. Why not kill 2 birds with one stone?
Neither of the two are actually the arsonist you are looking for. By now, you should be catching on to the corrupt answers the police seem to have for everything.
Ryan has anarchist literature, Varley doesn't. The police in LA Noire seem to be happier when you convict a 'red', that is those who have communist beliefs. Remember, at the time in which this game is set there government witchhunts of people who held communist beliefs, the police tend not to care who actually committed but are more interested in locking up those they consider more of a menace.
after doing this i think its clemens.  I just didnt get enough to bring him in
Well, if neither of them are guilty why does it matter which one you choose to convinct? Why get yelled at when it doesn't matter? Stupid outcome to this mission if ya ask me.

Why? Cos it's stupid that's why.

A) Varley had the mosquito thing in his locker, and they found the tampered with valve at the site he worked on. Plus, he was taking kickbacks from the big evil corporation obviously behind it all. That to me builds a way more concrete case against him than any of the (minimal) evidence against Ryan does, including those stupid little pamphlets.

B) and what bugs me the most, is the getting yelled at part! As soon as you're done the captain storms out and tears you a new a-hole - what does he know that we don't? If this guy is so clearly innocent why was he even a suspect? Could it be the mountain of evidence against him perhaps?!

So he's innocent, I convicted the wrong guy, ok, tell me how you know he's innocent? Tell me how all the evidence is wrong? Tell me why exactly I just wasted the last two hours of my life building a seemingly airtight case against someone who you now say is innocent, who just so happens to be wanted for murder in another state. Oh, ok, you're not going to do that, you're just gonna scream and yell insults at me for making a totally logical decision (with evidence to back it up) without explination.

In conclusion, AAAAAAAAAAAAARRRRRRRRRRRGGHHHHH!!!!!!!!!!!!!!!!!!!!!!
