I did everything you said, i had all questions correct and had all evidence and had eli locked up after i questend mister möler but i didn't get the five stars??

Ok Here is the 5 Star WalkTrough...

At the Crime scene Check The Vic. first..Make sure to take note of her Neck,Right and Left Arms and Chest. Then Check the rest of the crime scene. Marker B is the purse check the money and the nametag. Marker C is the footprints be sure to check those. When your done checking all evidence Gonzalez will return with new info that will add Mollers home address. This is your new location to travel to next. When You enter the house go to the hallway and turn into the Master Bedroom on the left. Be Sure to check the work boots on the Ground. Then Go to the dresser and check the Watch and Ring boxes.  You will now come to your first Interview in the case.

1st Michelle Moller.....Last Contact with Victim--Answer--Doubt

                                       Missing Watch and Ring---Answer--Truth

                                       State of Parents Marriage---Answer--Doubt

After this the Father (Hugo Moller) Will come home. Now you interview him

2nd Hugo Moller........FootPrints at Crime scene---Answer--Lie--Size 8 work boots as clue.

                                      Missing Persons Report---Answer---Doubt

                                      Alibi For Hugo---Answer---Lie---Husbands Alibi as clue

                                      History of  Violence---Answer---Lie--ButterFly Brooch as clue

After this you will go to a cut scene with Hugo, when that ends you are free to leave and head across the street to talk to the neighbor. While this is going on the neighbor will point out Hugo doing something...THE CHASE IS ON!!! Run him down..After you catch him, you will be brought back to the incinerator...Check the shoes!! This will then trigger another cut scene...When this ends use the gamewell to call in and learn the address to the high school. Your partner will also recieve a call on the car radio(as long as your driving a cop car).. Your next travel spot should be the Morgue. When at the Morgue check the Rope(the Bottom one is the one you want) and the Foot Molds next to it. You can Check the Body if you like..but not important to the case. When back at the Car a call from KGPL comes in..Now Travel to Belmont High School. When there a cut scene with the Janitor will take place....Get ready to run again!!...After you have caught the Molester(Eli Rooney) Another Cut scene takes place and you find a very important piece of evendence. Now you want to search the trunk of the car....Inside you need to take note of  the Rope,Overalls,Tire Iron. Once that has been done go the gamewell and call in to set up interviews with Hugo and Eli...now travel back to Central Station.

3rd...Hugo..Disposal of Evidence--Answer--Truth

                     Access to Braided Rope---Answer--Doubt

                     Access to Tire Iron--Answer---Lie--Bloody Tire Iron as clue

                     Victims Vehicle Recoverd---Answer--Lie--Overalls as clue

I interviewed hugo and then eli now it wont let me charge hugo. I cant talk to hugo, it will only let charge eli.

you can press B to back out...Eli gives you 5 stars, so thats the one to go with...Walk back to room 2 to charge hugo.

the question 'Footprints at crime Scene' doesn't show up on my notepad when im interrogating Eli Rooney, why? I can't charge him now...

Because you didn't find that clue at the crime scene at the start of the mission...They are on her chest. You have to start over.
