I am sorry to say this buy start the case over again (restart). After you have found all the clues at the Railyard and you call for an address at Levine's Liquor store, GO TO LEVINE'S LIQUOR STORE FIRST!!!! After you have found all the clues at the liquor store and finished questioning Robbins, now you will proceed to go to Mensch's bar to question McCaffrey and you will see that there is an extra option/question for McCaffrey when you question him.

 

This will give you evidence for James Tiernan's lie about his relationship with the victim (The evidence = McCaffrey's testimony).
