why did steam say it finished downloading brink and portal 2 if I already had them?

not sure why steam downloaded brink and portal 2 again? I already have them? but when i connected to steam it said it finished downloading?

Steam will alert you when a game is installed and/or patched.  Since you had both games installed already, Steam was telling you the game was updated.
