Unfortunately not. All weapon and armor switches must be done from within the menu.

No, Bioware did away with the off-hand weapon system. This is kind of disappointing, but honestly you'll find yourself using a single style weapon and that's it. Especially because the game forces you to specialize on a specific play style.
