does novitiate's phylactery work at lvl 20?

the trinket item novitiates phylactery says it increases experience gained by 5% until level 20

my question is, does that include level 20 itself or not like when I am 20 will I still get 5% xp bonus until lvl 21?

No, untill means that untill you reach 20, you'll recieve it. Not after you've reached level 20. So a short answer to your question; No, you'll recieve the bonus untill you've levelled from 19 to 20, Not 20-21.
