I know what it is but asking how rare it is???
"Lapis Lazuli is best mined with a stone or better pickaxe. It is usually found at a depth of 32 and below, similar to Gold. The highest concentration of Lapis Lazuli Ore is found at level 19. At this level the concentration is about 0.05%. The concentration drops linearly from this level to 0% at level 0 and level 35. Overall, Lapis Lazuli is around 1.5 times more common than Diamond ore, but is only found in the same concentration at level 20."

With newer versions it's more common, and it's drops more of dye even 4-8.

It's rarer than redstone but not as rare as diamond. It balances out though because you don't need much lapis lazuli as you need redstone.

Its pretty rare but don't worry when you do find it it drops like 5 ink because of how rare Notch made it

Lapis lazuli is my favorite ore, so I have some expirience about mining this ore. Many people say that Lapis Lazuli is rarer than diamond. The best place to find Lapis Lazuli is beneath level 32, most common around levels 15-20, and must be mined with a stone or better pickaxe, so it may seem similar to rarity of Gold, but surprisingly, Lapis Lazuli is in fact more coomon than Diamond. But barely. 1.1 times more common than Diamond. So now you know. Lapis Lazuli is more common, so yes it is rare but not as rare as Diamonds.
