skyrim how do i cure ataxia?

apparently shrines of talos cure it but i came across this man in the wilderness next to this large building by area. He was right outside he said he was with some organization that was against daedric, vamps, and werewolves. He was able to cure it with some spell. Unfortunately i cant remeber where or who.
