in the quest taking care of business why isnt brynjolf going into the ragged flagon?

i have no idea why this is happening. i have the same problem and only get two options when i talk to him and neither make him move. i also tried attacking him so he'd follow me into the ratway but that doesnt seem to work either as he just waits outside.
