The only way to get Jirachi in Emerald is to trade it from a Ruby/Sapphire game. You can get it on Ruby/Sapphire by using the Pokemon Colosseum Bonus Disc, available only to those who pre-ordered Pokemon Colosseum.

You could get them with a gameshark cheat

go to add new game,click it and type in "Pokemon Emerald WPM" use these codes:

You have to preorder pokemon colluseum and trade it from Ruby or Saphire
