You need the Mach Bike for this. You can get it (or trade it if you have the Acro) in Mauville City inside the building with bikes outside.

You need to be able to change direction quickly whilst maintaining your speed to get over the cracked floor. Keep practising until you get past each set of broken floor tiles, and save in between sections so you can turn off then start again from your saved location.
