I'm not al the way through yet, so I can only assume you are talking about what is referred to in some of the screen grabs as "the hammerstein twins"--dudes who only have one arm and wield a huge hammer and function as sort of minibosses.  I've found that If I shoot them with the stun gun from a reasonable distance, they'll spin around (knocking out anything around it, even if it's not you) and it leaves them dizzy/disoriented.  Go in for the kill, but when they get their bearings get away and do it over again.
