you have to play coop with a friend or stranger because there isn't an AI for coop

Build a friend list, join a steam group for Portal or let it randomly assign a pub for you. There isn't an AI-coop option.

You can't play co-op with bots. However if you don't have anyone to play with, you can always start Coop up and you'll be dropped into a game with someone else.

You can only play it with another human, probably so that you aren't given the answers to any puzzles, and so that the computer doesn't act like an idiot when you want him to do something.

You need a real-life person to play with. There is no AI option.
